PCL Energy Services Scheme (PCL-E) is operated and managed by PECT Consultancy Ltd (PCL).  PCL is the wholly owned subsidiary of Peterborough Environment City Trust (PECT), a registered environmental charity. It was established to deliver an ever increasing and diverse range of environmentally related projects and services. To date since the PCL-E (formally as fenESS and then Anglia Energy Services) project started in 2002 over £300,000 has been raised to help Registered Social Landlords (RSL's) and Local Authorities achieve affordable warmth for their tenants and improve the environment in which they live.
